In the years 1959-1964 prof. Půlpán studied at the Faculty of Mathematics and Physics of Charles University (FMP CU) in Prague in the field of Mathematics-Physics. Between 1976 and 1979 he realized a postgraduate study in the field of modern applied algebra.

In the years 1978-1979 he completed a two-year long doctoral study programme for secondary school teachers in the field of mathematics-physics at the Faculty of Mathematics and Physics of Charles University, Prague.  

During the years 1970-1992 he worked as an external co-worker of the Cabinet for Modernisation of Teaching Physics at the Czechoslovakian Academy of Sciences and also the Cabinet for Modernisation of Teaching Mathematics at the Institute of Mathematics of the Czechoslovakian Academy of Sciences.

In 1978 he achieved the degree PhDr. in applications of cybernetic methods at Charles University, a year later he obtained the title CSc. at the Faculty of Mathematics and Physics of Charles University in the field of didactics of physics, and in 1980 the same faculty awarded him the title RNDr. in applications of cybernetic methods.

In 1986 he became Associate Professor at FMP CU and in 1997 he was appointed Professor at Charles University in Prague.

From 1975 he has pursued a career of a university teacher and researcher (University of Hradec Králové, former Faculty of Education in Hradec Králové), from 1972 he was an external senior lecturer of Statistics at the Institute of Chemical Technology in Pardubice, later from 1995 he worked as an Associate Professor and then Professor at the Faculty of Economics and Administration, University of Pardubice (UPCE). Since 2001 he has been working at the Faculty of Transport Engineering, UPCE.

Prof. Půlpán published 10 monographies specialised in applied stochastics at the Academia Prague publishing house and about 150 articles in peer-reviewed journals.

Among his interests are application of fuzzy mathematical methods in diagnostics, stochastic processes with vague data, and psychodiagnostics.
